Hum, this is may be the bug of the GetLocalization service. But you can download the ru files by using this workaround solution, download the file http://cache-us.getlocalization.com.s3.amazonaws.com/generate/zip/mycollab/ru.zip
You can go to https://www.getlocalization.com/mycollab/files/, navigate to the languages list, and click the Download button associate with Russia language
Do the translation on getlocalization site is easier, also it let you contribute back your translation to the community :)
You should follow the instruction from https://community.mycollab.com/docs/developing-mycollab/translating/, and here is the safe way to do quick review the changes https://community.mycollab.com/docs/developing-mycollab/translating/#review.

I don't think so. Also MyCollab only run with Java 8, you can not run with 1.7. So would you downloaded from the getlocalization or create the properties files by yourself? Because the meaning of 'create Russian language files ...' made me confused.

I guess that you follow the instruction from this link https://community.mycollab.com/docs/developing-mycollab/translating/. You download the Russian properties files and put in the localization i18n folder, and choose the ru-RU locale. Here is the result of my end
Could you capture the screenshot of your Russian locale files? These files should have the endings with suffix _ru-RU.properties like following screenshot
